American Facilitates Ukraine Negotiations in the UAE as White House Seeks for Settlement
High-level negotiations with US, Russian, and Kyiv delegates are underway in Abu Dhabi this week, representing the latest phase in efforts to broker a resolution to end the continuing conflict in the region.
High-Level Representatives and Opening Discussions
American military official the US representative apparently held talks with a Moscow team on the eve of the talks, with discussions proceeding into the following day.
“The talks are going well and we remain optimistic. Secretary Driscoll is closely synchronised with the White House ... as these talks progress,” a spokesman remarked.
The Ukrainian top intelligence official, the head of military intelligence, was also expected to take part in the meetings, though the exact format was uncertain whether direct engagement with Moscow’s representatives would occur or if separate one-on-one meetings would be conducted.
The composition of the Moscow group was uncertain. “I have nothing to say. We are following the media reports,” a Kremlin representative informed official outlets.
Context and Revised Proposal
The current talks follow prior negotiations in Switzerland where US and Ukrainian officials revised a preliminary US plan for ending the conflict.
Moscow has not yet approved the most recent draft of the proposal and is not expected to accept many of the Kyiv changes.
Moscow’s top diplomat, the Russian diplomat, stated that any amended agreement must reflect the “essence and wording” of what was discussed during earlier summit talks between both countries.
Global Responses and Concerns
European officials are apparently finding it difficult to stay engaged in the negotiations as US representatives assume control.
Finland’s president, a European figure, who has emerged as a primary interlocutor between Washington and European officials, commented that the coming days would be crucial in attempts to reach a resolution.
He allegedly held discussions with Volodymyr Zelenskyy and the alliance representatives, stating that “Decisions about Ukraine’s future rest with its people, and European security is for Europe to decide.”
At the same time, the France’s leader, the French official, cautioned against a peace deal that would amount to a “concession” for the nation.
“Terms presented suggest what Russia could agree to. However, must Kyiv and European nations consent to these terms? Absolutely not,” he stated.
Specifics of the Initial US Proposal
American proposal was originally made up of multiple articles and was drawn from discussions between American and Russian representatives, with input from Kyiv defense officials.
Key aspects of the proposal reportedly included:
- Ukraine surrendering territory presently held by Russia
- Additional regions that might be required to be voluntarily given up
- Limits on the scale of the military forces
- Amnesty for all sides in the war regarding war crimes
Latest Events and Ongoing Difficulties
The US representative allegedly went to Kyiv to brief Zelenskyy on the plan and press rapid approval.
This demand, combined with the disclosure of the proposal, apparently shocked Kyiv and EU authorities.
The Ukrainian president reportedly that the country was facing one of the toughest periods in its existence and was being compelled to choose between “forfeiting self-respect or abandoning a crucial supporter.”
Subsequently, Driscoll briefed alliance ambassadors on the plan in the capital, with one participant describing it as “a disastrous gathering” and noting that EU ambassadors were shocked by both the content and tone of the delivery.
The US administration later softened its stance, stating that the comprehensive proposal was an “initial basis for negotiation” rather than a final ultimatum.
Security Situation During Negotiations
While diplomatic efforts proceed, Russian forces has continued its nightly strikes on Ukrainian cities.
Moscow’s forces allegedly launched dozens of projectiles and many of drones at objectives in and around Kyiv, as stated by Ukrainian reports.
The Ukrainian president stressed that Moscow must not feel it could win the conflict while talks were underway.
“The priority is coordinated diplomatic movement among all partners, through shared endeavors. Pressure on Russia must deliver results,” he affirmed.
The capital’s mayor confirmed that multiple people had been killed in the overnight attack on the capital.
